In his book "Between two ages" from 1970, Zbigniew Brzezinski says the following about a projected tecnotronic era.
"Another threat, less open but no less fundamental, confronts liberal democracy. More directly linked to the effects of technology, it is a matter of the gradual emergence of a more controlled and guided society. Such a society would be dominated by an elite whose claim to political power is based on supposedly superior scientific know-how. Unhindered by the limitations of traditional liberal values, this elite would not hesitate to achieve its political goals by using the latest modern techniques to influence public behavior and keeping society under strict surveillance and control. Under these circumstances, the country's scientific and technological dynamism would not be reversed, but would feed on the situation it exploits.”
It is also about trust. A major issue is the democratic control of all these processes, because the abuse for authoritarian purposes is enormous and is a major issue of our time. That is why I personally, as a citizen, expect the government to deal transparently with these issues, also as a confidence-building measure and a signal that the fundamental rights of the sovereign, the citizen and the individual are being respected.
On the same day, the EU Commission also presents a bill for a censorship infrastructure to combat terrorism. A ray of hope came the following day when the European Court of Human Rights ruled that the United Kingdom's mass interception programmes violated the right to privacy enshrined in Article 8 of the European Convention on Human Rights.)
The consequences are often massive interference in fundamental rights, freedom of expression, human and civil rights or the overreaching of individual companies and sectors, and it is time to defend our democracies so as not to find ourselves in a totalitarian system. And only very few people really notice anything regarding these important matters and that is very dangerous.
It is important that we as a society determine and define how technical progress should look like, which benefits as many people as possible and not just a few private companies. At the moment there are no qualitative, social, moral or ethical aspects in most discussions. We must also be extremely vigilant to ensure that the new technologies are not misused to build totalitarian surveillance states.
It is therefore urgent that our governments now intervene to regulate before Silicon Valley leads us into a new kind of feudalism.
Our states represent us, society, the community, the people. At least they should. Democratic control and transparency is also a major challenge on all these issues. The potential for totalitarian abuse by these companies, states or combinations is enormous.
